How to develop the disposable fast food tableware industry healthily

However, due to the short time of pilot work, lack of experience and too many problems to be solved, it is an objective fact that the pilot requirements have not been fully met

during this period, the spread of white pollution has not been controlled, especially in 1998, the flood of the Yangtze river washed a large amount of garbage accumulated along the Yangtze River for many years into the river, coupled with a large number of plastic products thrown by tourists and flood fighting personnel in the water, resulting in more than a meter thick white garbage floating on the water, which has attracted the great attention of the leaders of the State Council. Soon, the State Environmental Protection Administration and other five ministries and commissions jointly issued the notice of "several opinions on strengthening the management of plastic packaging waste in key transportation trunk lines, river basins and tourist attractions", which sounded an alarm for the control of white pollution in the country. On January 22nd, 1999, the State Economic and Trade Commission issued Order No. 6, requiring that the production, sale and use of disposable foamed plastic tableware be comprehensively prohibited nationwide from 2001

the main reason for banning foaming tableware should be that the visual white pollution caused by it has not been effectively solved nationwide. If foamed tableware is really banned, it will be a good opportunity for the development of new environmentally friendly tableware. Moreover, from the perspective of environment, we should promote the use of environmental friendly tableware. However, due to many disputes and difficulties in banning foamed tableware, as well as many reasons such as the price and quality of new environmentally friendly tableware, the promotion of new environmentally friendly tableware is difficult

the promulgation of order No. 6 of the State Economic and Trade Commission has weakened the recycling of disposable tableware to some extent, and focused on the prohibition and substitution. At present, it is impossible to draw a conclusion on the effect. However, according to the treatment experience of foreign plastic waste, combined with China's national conditions, and based on years of research and practical experience in the industry, the following suggestions for the healthy development of the fast-food tableware industry are put forward:

1. On the premise of continuing to implement the order No. 6 of the State Economic and Trade Commission, all regions can formulate practical replacement plans according to their own conditions, and the State Economic and Trade Commission can adjust relevant policies and plans in time according to the implementation of all regions, To effectively solve the pollution caused by foaming tableware

2. On the premise of banning foamed tableware nationwide, some cities should be selected to carry out the pilot work of recycling foamed tableware and promoting the application of new environmentally friendly tableware, and the pilot situation should be reported to the State Economic and Trade Commission and other relevant departments in time to promote the successful experience

3. Banning foaming tableware is only a means, not an end. By banning the work, all enterprises that produce products that pollute the environment are forced to wake up and actively participate in the governance work. Let enterprises understand: products pollute the environment, and enterprises are waiting to die if they do not take the initiative to deal with them

4. Take the prohibition of foamed plastic tableware as an opportunity to actively explore the treatment experience of other plastic products, such as plastic bags, mulch films, shock-absorbing foam modules, gradually implement the obligation of producers, sellers and users to recycle plastic packaging products, implement the payment of polluters, establish a complete recycling operation mechanism that does not rely on government financial support, and use legal, administrative and economic means to comprehensively Systematically and scientifically solve the pollution caused by various plastic wastes, not only protect the environment, but also promote the sustainable and healthy development of the economy

5. According to the life cycle theory (LCA), we should support and promote green products that really meet the requirements of sustainable development of resources and environment, vigorously promote green consumption, standardize consumer behavior, reduce the occurrence of resource waste and environmental pollution, actively cooperate with the government's white work with everyone's effort, and do our best to save limited resources and protect the earth's environment

6. Enterprises must produce in accordance with the national disposable degradable tableware standard GB18006.1-1999. The technical supervision department should strengthen the quality management of new environmental friendly tableware products, crack down on the manufacturers of fake and shoddy products, and ensure that people first take care of zero's health and safety

7. For other plastic tableware that does not belong to foamed plastic tableware and does not meet the degradation performance requirements of degradable tableware, but meets the hygienic requirements of food packaging, the manufacturing enterprise must have a feasible recycling plan and operation system, and it is required to achieve a clear recovery rate to prevent the generation of new white pollution

8. At the same time of carrying out replacement work, increase publicity, correctly guide consumption, and let consumers establish the idea of "using less, recycling, replacing, and degrading" disposable products. Enterprises should actively participate in the recycling and treatment of waste tableware, so as to gradually put waste treatment on the benign track of "reduction, recycling, harmlessness, and industrialization"

9. it is suggested to establish a "national white pollution control expert leading group" under the leadership of the State Economic and Trade Commission to scientifically formulate national industrial policies and make correct decisions for the healthy development of disposable fast food tableware industry

with the improvement of people's living standards, the development of fast food industry and the enhancement of people's awareness of environmental protection, the continuous emergence of new tableware will be irresistible, the types and use of fast food tableware will also continue to increase, the competition between foreign fast food container manufacturers and the fast food industry itself will be more intense, and the development direction will be more easy to recycle or be absorbed by the environment
